Mix the flour, melted ghee, yeast, powdered sugar, rose water, and milk. Knead for 10 minutes.
Cover it and leave it for an hour.
Mix the pistachio with the powdered sugar and orange blossom water.
Cut the dough and form balls. Flatten them and place a spoon of filling in the middle. Close them and shape them with maamoul molds.
Arrange the maamoul on a baking tray.
Bake in a 180°C oven for 15 minutes until it takes on a light golden color. Brush the top with qatr as soon as it comes out.

Use fine pistachio. Coarse pistachio comes out of the dough. Let it rise for an hour. A prior rest softens the dough. Lower the heat in the last 5 minutes.
